This reconstruction began with barely enough time for the navy’s campaigns in the Spanish-American War, and for its role in the First World War. Jampoler argues that the federal government discovered that the fleet requested by the navy, and paid for by Congress, was the wrong fleet. Focus was on battleships and cruisers rather than destroyers and other small combat vessels needed to hunt submarines and serve as convoy escorts. The second story relates the short, tragic life of the USS Tennessee (later renamed Memphis), one of the steel-hulled ships of the new Armored Cruiser Squadron that was a centerpiece of the navy’s modernization effort.

The Americans had considerable initial success when they launched their huge offensive against the Germans in the Meuse-Argonne in the last days of September 1918. However, not everything went smoothly and the attack became bogged down, held up by the several lines of the Hindenburg System and logistical challenges. A major additional obstacle was the presence of batteries of German artillery on the high ground on the right bank of the Meuse, almost untroubled by any significant assaults by the allied forces. These guns created severe problems for the American commanders and their troops. Eventually sufficient resources were allocated for an American-French attack on the right bank, with the aim of removing the German artillery and pushing the Germans off the Meuse Heights, part of the renewed offensive on the Left Bank and the Argonne Forest.

World War I, also known in its time as the Great War or the War to End all Wars, was an unprecedented conflict in terms of its sheer scale. Fought by men who hailed from all corners of the globe, it saw millions of soldiers do battle in brutal assaults of attrition which dragged on for months with little to no respite. Tens of millions of artillery shells and untold hundreds of millions of rifle and machine gun bullets were fired in a conflict that demonstrated man's capacity to kill each other on a heretofore unprecedented scale, and as always, such a war brought about technological innovation at a rate that made the boom of the Industrial Revolution seem stagnant. The Zeppelins, slow and large as they were, proved to be easy targets for fire from the ground, so they were too vulnerable for reconnaissance in the warzone. Instead, they were used for the task of bombing targets. Bombs were dropped on Paris in August 1914, and Zeppelins bombed Belgian forces as the Germans advanced on Liege. The Germans also used them to bomb England's eastern ports and London in an attempt to disrupt military supplies. On the other side, British pilots destroyed a Zeppelin on the ground at Dusseldorf. This was bombing at its most simple; the explosives were kept on hooks on the side of the machines and dropped by a crew member by hand.
